Since 2018, a medical reform has been underway in Ukraine, which involves gradual changes in the field of providing medical services. Today, health care institutions are autonomous. A developed network of primary medical care on the basis of family medicine is successfully functioning. The financing mechanism of the medical industry, etc., has been completely changed. From the end of 2022, the next stage of the medical reform will be launched – the formation of a capable network of hospitals.

Two city hospitals operate on the territory of the Zhytomyr urban territorial community – KP “Hospital No. 1” of ZMR and KP “Hospital No. 2 named after V.P. Pavlusenko” of ZMR. Both city hospitals became part of the Zhytomyr Hospital District in the status of cluster hospitals (with supra-cluster functions) – multidisciplinary institutions that provide the population’s need for specialized medical services. Patients with strokes, heart attacks, and various injuries are delivered to hospitals around the clock. In case of emergencies and martial law, the population is also hospitalized in these hospitals.

It is important to provide patients with the appropriate level of organization of medical care with uninterrupted and unhindered access, minimal waiting time for medical care, quick and accurate diagnosis, and the ability to use innovative technologies, which will contribute to effective treatment. Modern infrastructure and a comfortable environment also play an important role and contribute to the rapid recovery of patients.

The area of hospital buildings, which are currently used in the process of activity, is 63.5 thousand square meters. m and were built between 1904 and 1990. The buildings have been operated for a long time, have low energy efficiency and require significant and constant financial investments. Their current condition and appearance hinders the development of our hospitals and medical services.

The conviction that a person and his needs should be at the center of the entire healthcare system inspired the idea of creating (building) a conceptually new medical space.

The goals set for the project include:

• Providing rapid access to emergency medical care, reducing response time and patient care.
• Providing patients with high-quality treatment and care, including modern medical equipment, competent staff and efficient medical procedures.
• Expansion of the range of medical services provided in the hospital to meet the needs of different population groups and solve various medical problems.
• Creating optimal conditions for providing medical care, including convenient location, efficient use of resources and minimizing waiting time.
• Rational use of financial resources and ensuring the economic efficiency of construction and operation of the hospital.
• Creating a favorable and comfortable environment for patients and staff, which contributes to increasing the level of satisfaction with medical care and work.

The conceptual note of the project “Construction of a new multidisciplinary hospital in the city of Zhytomyr”, prepared with the support of the International Finance Corporation (IFC), was approved.

The project requires the production of design and estimate documentation.
