Conference on public-private partnership (PPP) within framework of the Programme “U-LEAD with Europe” took place in Zhytomyr 06.12.2019

Today, on December 6, conference “Public-Private Partnership (PPP) as a Tool for Attracting Investment in the Development of Communities” took place in Zhytomyr. Representatives of PPP Association in Lithuania, Programme “U-LEAD with Europe”, local self-government and executive authorities, agency and other institutions engaged in local and regional business development of Zhytomyr, Vinnytsia, Rivne, Kyiv, Khmelnytsk and Chernihiv regions participated in the event.

In the course of the Conference, there were two panel discussions during which benefits of PPP for communities as well as special aspects of its implementation were discussed.

Representatives of six Ukrainian regions gathered together to study the most successful experience in the preparation and implementation of PPP projects at the local level, as well as to apply concepts of various PPP forms, to introduce pilot projects supported by the Programme “U-LEAD with Europe”.

“The public-private partnership tool makes it possible to create any object of municipal infrastructure funded with the money of a private partner. These can be car parks, nursery schools, IT-parks, stadiums, airports, modernization of outdoor lighting, insulation of buildings, roads. Projects on public-private partnership are also used in European municipalities to outsource security, cleaning and laundry services. One of the benefits of using public-private partnership tool for cities is that the implementation of such projects does not require funds from local budget for the investment phase of the project. At the same time, the public partner’s right to control the quality and operational characteristics of the created objects is reserved for the duration of the PPP agreement”, –  says Andrius Siaudinis, the head of the PPP Association in Lithuania.

“Although the Law of Ukraine On Public-Private Partnership was adopted in 2010, this type of cooperation with business has not become widespread in Ukraine yet. Public-private partnership is a mechanism that opens new possibilities for cooperation between local self-government authorities and business. This kind of symbiosis will become a positive impetus for the development of cities in future”, – emphasizes the Mayor Deputy Svitlana Olshanska.
