The NGO Electronic Republic developed a roadmap for executive bodies to enhance the business climate in the community with the assistance of the USAID Program “Competitive Economy of Ukraine”.
This tool offers suggestions and algorithms for “government-business” interaction on issues of relocation, readily available external assistance resources, working with open data, and other areas of economic activity under martial law.
This document contains useful recommendations (particular measures) targeted at enhancing the business environment in terms of transparency and data accessibility, anti-corruption measures, resources for business development, and interaction of community authorities with entrepreneurs.
The Roadmap that was created is based on expert recommendations and best practices of cities that were discussed, among other things, at meetings of the Intercity Working Group on Improving the Business Climate, a useful forum for exchanging information and best practices in the field of creating favorable business environments in Ukrainian cities.

Roadmap for enhancing the business climate in the city

With assistance from the USAID program “Competitive Economy of Ukraine”, Zhytomyr joined the Program for Improving the Competitiveness Index of Cities in 2021 as a pilot community.
Zhytomyr, Zaporizhzhia, Poltava, Rivne, and Kherson are the five Ukrainian cities participating in this program.
The program helps to create a more straightforward and transparent business environment, supports startups and small and medium-sized enterprises (SMEs) in order to increase their competitiveness in the domestic and international markets, and also gives Ukrainian businesses opportunities to benefit from global trade.
